If I were designing a FP fill flash system, it would measure an averaging
ambient exposure and put it into memory. Then it would then turn on the FP
flash, take a spot flash metering measurement (OTF spot flash metering) of
the subject, and calculate the aperture needed for the flash exposure
(whether it was for 1:1 or 1:3 or whatever). Lastly it would calculate the
shutter speed to give the correct ambient exposure.
