The movie/video industry has such a thing, called "Steadi-cams."
Some lenses have a passive prismatic vibration damper (suspended in
some fluid). Others have active prisms electonically controlled. But I
haven't heard of any filters or teleconverters to adapt existing
lenses.
I'd be nice to have a Rubber/Carbon Fibre tripod head or quick-release
mount.
