The 16mm lens is a fisheye, the 18mm lens is rectilinear. They are different
lenses, for different purposes.
The 16mm covers a wider angle, but it's more difficult to use properly, because
you have to either "hide" the distortion, or deliberately make it part of the
composition.
If you already have a 20mm or 21mm lens, get the 16mm fisheye. If you don't have
a 20 or 21mm lens, you'll have to choose according to the type of pictures you
want to take.
I'd say get both! The 18mm bulges exquisitely. It's fun just to hold in your
hand and look at.
