The Memory lever on the OM-4 works only in auto-exposure mode. It _does
not_ memorize the shutter speed currently shown in the display. Rather,
it tells the camera to memorize the automatically determined exposure of
the _next_ picture taken. (Otherwise you could just as well switch to
manual.)
Notice I said "exposure" -- not shutter speed. Once the exposure is
memorized, you can change the aperture and the shutter speed follows.
