Try asking at festivals for starters. People are more amenable there.

A little sometimes. I use my 6th sense to assess people before asking.
I take lots of candids unnoticed.

Often, I smile, raise the camera, make a "may I ?" expression, and
people just pose, all done without a word. Other times I ask, and often
they have concerns, and I try to allay their fears, but most people will
either say yes/no immediately. A few are eager to pose, and often I will
get their addresses and send them a 4x6/postcard afterwards, specially if
asked and they consented to a model release. If there is
anything to the technique, it is to be cool, inoffensive and show openly
your interest in taking their picture.
