Regarding the difference between the OM-3 and the OM-3Ti, the FAQ compiled by
Lee Hawkins states that:
The OM-3Ti has titanium top and bottom plates (hence the 'Ti'
in the name), two extra pins on the hot shoe to control the F280
flash, which allows sync'ing at any shutter speed, TTL flash,
and more reliable electronics.

You need to read down to the bottom of this long post made by Ken Rosen back in
December to appreciate the
"improvements." Olympus describes in Japanese (Web site description of the
OM-3Ti) that the TTL Auto Control was not
available in the manual mode of the 4Ti nor on the OM-3. Olympus added the TTL
Auto control on the otherwise mechanical
camera of the OM-3Ti as requested by many photographers. Since the OM-3Ti also
has an exposure compensation dial, this
can set the OTF control on the T flash without affecting the mechanically-set
shutter and aperture. Desirable fill
flash can be set up on the OM-3Ti because of the combination of the TTL (OTF)
control and the mechanical camera.
